Some countries don’t take tuition fee from international students!!
In the past, many European countries provide fully free courses for foreign students, including Germany, Denmark, Norway, Sweden, Finland, etc.
However, in the recent year, some countries like Germany, Denmark and Sweden started to take tuition fee from international students due to the reasons of “tax are only for citizens”. (Some undergraduate and doctoral courses are still free now in those countries.)
I searched those entrepreneurship related master’s programs that take students with scientific or engineering background like me, which are listed as following.

Switzerland Swiss Federal Institute of Technology Zurich ETH, 2 years, CHF 1,160/year
Switzerland Swiss Federal Institute of Technology Lausanne EPFL, 2 years, CHF 1,266/year
Norway University of Oslo, 2 years, free of tuition fee
Norway University of Tromso, 2 years, free of tuition fee
Sweden KTH Royal Institute of Technology, 1 year, 145,000 SEK
Sweden Lund University, 1 year, 110,000 SEK
Finland University of Jyvaskyla, 2 years, free of tuition fee
Luxembourg University of Luxembourg, 1 year, 3,000 EU
Although the courses in Sweden cost lots, 1 year program also reduces living costs to 50% comparing to 2-year courses, which is why I put them in my candidate list.
Very sadly, University of Oslo decided not to take any international students outside Europe from 2014…….
