The future of Japanese public finance (6): Cut expanse

The last, the female.

There are lots for female to do. Well, I shall not say “do”, but “change”.

The consciousness of female seldom gets on the table.

Most women worry about the income of their husbands, but not themselves. Many women just want to stay at home or go to have afternoon tea with other housewives after marriage.

They should change their minds to try to be economically independent instead of looking for men that earn a lot. Without economical activities from women, taking care of their own children and chatting with other housewives everyday may lead to the collapse of Japanese public finance in the near future.

The future of Japanese public finance (5): Women work force

More than the problem of building entrepreneurship in Japan, the waste of female workforce in Japan is another serious problem.

Even through both the government and the private families are investing enormous money in the education for both male and female, many women quite their jobs and live as housewives, which is kind of wasting the educational resource honestly in my opinion.

Some people may say that the education for those housewives may not be directly reflected in the numbers in economy, but the education brings the whole society to a higher level definitely. But we all need to understand that only economic activities can improve the public finance, which is a fact that nobody can argue.

そして、起業以外に大きいな課題である、女性の活用。

大学卒業まで多くの教育費（国の税金と一般家庭の教育費）を投資したにも関わらず、主婦になるのは正直教育資源の無駄と思う。

ある人は、教育によって女性の教養が上がり、子育てや社会の調和に大きいなプラスがあるというかもしれないが、「経済活動」を行っていない限り、国の財政は改善されないのは事実だ。

だからと言って女性は皆大学に行くな！と言いたいわけではなく、いくつかの面で変化をもたらすべきと思う。

除了創業的問題之外, 另外一個很大的問題就是如何增加女性的經濟活動參與率

一個人念書念到大學畢業必須花費國家取多的稅金與家庭中高額的教育費, 但是儘管如此仍然有許多女性選擇在結婚後成為家庭主婦待在家裡, 老實說我覺得這是另一種形式的浪費教育資源

或許有人會說, 即便是待在家裡的主婦, 受過教育的主婦比接受較少教育的主婦更能帶給社會和諧與智慧, 但是不管有怎樣的正面影響, 只要沒有從事經濟活動, 國家的財政就不可能會由此得到幫助

但是不是因為這樣就要說”所有要當主婦的女性都不准去上大學”, 而是應該嘗試從幾個層面給女性的社會角色帶來變化

There was a new point system established in 2012 for highly talented foreigners to stay in Japan easier.

The system was designed to make the visa process easier and more convenient for highly talented foreigners.

Let’s take my position as an example, which is close to the part of “management”.

The latest points needed are 70.

Here are the points for each condition.
Doctoral degree: 20, master: 10
Career in Japan for more than 10 years: 25, > 7 years: 20, > 5 years: 15, > 3 years: 10
Income for more than 300,000 USD: 50, > 250,000 USD: 40, >200,000 USD: 30, >150,000: 15, >100,000: 10
As a president or CEO: 10
With graduate school degree from Japan: 5
Passed level 1 Japanese language exam: 10

The future of Japanese public finance (3): Entrepreneurship

However, the current environment for entrepreneurs in Japan is very unfriendly.

First of all, looking at the side of social and cultural aspect, entrepreneurs are usually considered as some “different” people. So it is not easy for some scaled companies to choose small companies as business partners.

If we image the reasons, “Without past trading records, it’s difficult to control the risks. If I decided to trade with some new companies, I need to take more responsibility if some problems happened. But if it’s a big company, I don’t need to take a larger part of responsibility.”

So, in one word, ventures equal to high risks and people hate risks.

ただし、現在の日本社会環境は起業する人に非常に不親切だと言える。

まずは社会文化の面から見ると、起業というのは異端児と見られかちで、通常の企業に勤めている人々からは取引のいい選択肢として受け入れられにくい。

受け入れにくい理由を聞くと、「新興起業は実績が少ないので、採用・導入して問題が起きたら責任を問われやすい。大企業だったら上司も判断しやすく、問題起きても自分に責任は問われにくい」

つまり、ベンチャーにはリスクが高そうなので、嫌だということだ。

但是, 現在日本的社會環境與制度對於創業的人而言並不是十分的友善

先就社會層面來看, 創業在日本社會之中容易被視為異類, 而在一般企業工作的人也往往避免與新創公司往來

他們的理由往往是「新創公司的實際成果太少歷史太短, 難以取得信任, 而且如果出問題的話, 往往我就必須扛這個責任, 但是如果是跟大企業交易的話, 上司也容易做判斷, 出了問題也比較不會怪罪我」

換句話說, 就是新創公司的風險太高, 沒人喜歡,,

那政府不能做些什麼嗎?

The future of Japanese public finance (2): Value creation

I deeply believe that the keys are accelerating entrepreneurship and activating female work power.

Many Japanese people can’t forget the glory age of rapid economic growth time 20 to 50 years ago and they still deeply believe that “if I once enter a big company, I’ll be able to have a stable position until retirement” or “if I obey all indications from my boss and my company, I’ll be fine”.

The true growth means people know how to create value through his/her work and know how to obtain the ability for creating value, or there is no way for growth.

In my personal view, the life-long employment should be abolished gradually (may be in 5 to 10 years).

日本の財政の未来（２）：仕事の価値

その中、起業の促進と女性の労働率向上が肝と思える。

多くの日本企業は高度経済成長期の慣習から脱出できず、「大企業にさえ入れば仕事しなくても給料はもらえる」、「とりあえず指示に従えればいい」とのレベルに止まる人が大勢にいる。

一人ひとりが意義のある仕事を自分から作り出す能力、社会に価値のあることをやる能力もなければ、成長なんて絵に描いた餅の話に過ぎない。

私個人的な考え方では、終身雇用を段階的に廃止すべきだ。

本当に効率が高く生産性の高い人が正社員で、効率の低い人は契約社員という形を取るべきだ。

そして、会社に残れない人もしくは契約社員など雇用が不安定な人々には政府から教育のチャンスを提供すべきと思う。どうすればもっと効率や能力を上げ、社会により貢献でき、給料も上がり、生活が安定するようになるかのトレーニングを受けてもらえる環境を作るべきと思う。

日本的財政與未來(2):工作價值

而我認為在經濟成長的活動之中, 促進新創事業活動與增加女性工作參與率是最重要的部分

在日本大多數的企業與上班族並無法放下過去經濟高度成長時代的觀念, 現在仍然認為只要進入大企業就可以每個月穩定的領薪水, 或者認為只要每天聽從指示就可以一路做到退休

但是, 如果每一個人沒有辦法自己思考工作的價值, 無法思考如何透過自己的工作創造出價值, 所謂的成長也只不過是緣木求魚

就我的看法而言, 日本應該馬上開始階段性的廢除終生僱用的制度

讓真正有生產力的人成為正職員領取比較高的薪水, 生產力偏低的人領取比較低的薪水或成為短期雇用的職員, 如此公司才會擁有生產力

The future of Japanese public finance (1): Shortage

I’m not an expert of policy or economics. I’m just trying to look into the public finance of Japan as a foreigner.

No need for me to say that a big part of Japanese public finance relies on raising debt as most Japanese people know.

To make it easier to image, if the tax revenue is around 500 billion USD and the budget is 1 trillion USD, then the left gap of 500 billion USD come from raising debt.

Simply by considering the finance of a common family, the income every month is 5,000 USD, but the expanse is 10,000 USD. So the family needs to borrow 5,000 USD every month to support their living!!!

日本の財政の未来（１）：借金

私は経済でも政策でも政治の専門家ではない。ただ一つの外国人として日本の財政を見ている。

私が言うまでもなく、日本にいる人であればご存知のように今日本の財政は多く借金で賄っている。

もし年間の税収がざっくり50兆円で見ると、支出は100兆円くらいで、残りの50兆円は借金からとなる。
(日本政府が発表した2104年会計報告)

単純に一般的な共働き家庭から考えてみると、毎月入ってくるお金が50万円で考えてみたら、支出が100万円になる。そして不足分の50万円は借金から賄う。

ただし、日本の財政はちょっと他国と違い、他国は他の国から金を借りるが、日本は国民から金を借りている。つまり、国債の形だ。
